Regulators and central banks have announced that Risk-Free Rates (RFRs), based on actual overnight money market transactions, are to replace LIBOR and some other similar IBORs around the world. 

Existing RFRs include the Sterling Over Night Index Average (SONIA) in the UK, Secured Overnight Financing Rate (SOFR) in the U.S. and Euro Short-Term Rate (€STR) in the euro area.

Phil Lloyd

Phil is currently running the credit desktop proposition and managing a team of credit product managers.

He has been at Refinitiv since 1997 and had a varied career split between client-facing (client help-desk, product specialist) and internal positions (content, product management, proposition management).

Phil is a CFA charter holder with in-depth knowledge of financial markets that is transferable to all asset classes

Vincenzo Dimase

Market Development Manager, FX
Vincenzo Dimase is Refinitiv's FX Market Development Manager Europe West, a role he assumed in September 2010.

He began his career with us in Dubai in 1997 and then moved to several other roles in the company, always close to the forex and money markets community. Leveraging market knowledge and expertise on OTC derivatives regulations, Vincenzo delivered several workshops across Europe.
He is also a teacher and member of the FX commission at ASSIOM FOREX in Italy.

Shirley Barrow

Global Head of Benchmarks and Indices,
Shirley joined Thomson Reuters/Refinitiv in April 2016 and is currently Global Head of Benchmarks and Indices.  With a keen focus on clients, the market and the industry has led key initiatives to capitalize on opportunities and compete effectively in this space. A key aspect of her role has been the management of the WM/Reuters FX benchmarks, which is the global, market leading FX benchmark service.

Instrumental to this has been adapting to regulations and working with the FCA and IOSCO; whilst engaging more broadly with the Bank of England, other central banks, significant market participants and key industry associations around the world.

David Bull 

Head of OTC Content Management
David Bull leads the Data Strategy and Management team which is responsible for OTC Asset Classes globally at Refinitiv, formerly the Financial & Risk business of Thomson Reuters.  David drives the data strategy for Fixed Income, FX and Commodities, supporting Platform and Desktop market participants across both the sell-side and buy-side.

David has worked for over 15 years in data management, and has led initiatives and solutions responding to regulatory impacts on industry and market data, such as MiFID II and LIBOR Transition.
