Dr Guy Debelle,
Deputy Governor RBA and Chair of the GFXC
Dr Guy Debelle commenced as Deputy Governor of the Reserve Bank of Australia on 18 September 2016. He is Deputy Chair of the Reserve Bank Board and Chair of the Reserve Bank's Risk Management Committee. Prior to his current role, Dr Debelle was the Assistant Governor (Financial Markets).
In May 2019, Dr Debelle was appointed Chair of the Global Foreign Exchange Committee (GFXC). Prior to this, he was Chair of the BIS Foreign Exchange Working Group responsible for the development of the Global Code of Conduct for the Foreign Exchange Market as well as Chair of the Australian Foreign Exchange Committee.
Dr Debelle worked at the International Monetary Fund, Bank for International Settlements, Australian Treasury and as a visiting professor in economics at the Massachusetts Institute of Technology (MIT). He graduated from the University of Adelaide with an honours degree in economics and gained his PhD in economics at MIT under Stanley Fischer and Rudi Dornbusch.
Dr Debelle is a signatory to The Banking and Finance Oath.
Shirley Barrow
Global Head of Benchmarks and Indices, Refinitiv
Shirley Barrow joined Refinitiv in April 2016. Prior to this, she was Managing Director at State Street, where she was responsible for the development and growth of the WM/ Reuters business. Shirley Barrow has 20 years’ experience in financial services, having held several leadership positions at Bankers Trust, Deutsche Bank and State Street. She also represents the WM/R Benchmarks at numerous trade events and frequently engages with central banks around FX regulation and industry best practices.
Mark Lawler,
Head of Markets Transformation, NAB
Mark Lawler is a 27-year financial markets veteran based in Sydney working with National Australia Banks’s (NAB) as Head of Markets Transformation, Planning and Markets Transformation, focusing on driving the regulatory obligations for Markets. Prior to this role Mark held responsibility for 7 years as the Global Head of FX Trading, Corporate & Institutional Banking, at NAB based in Sydney.
Stuart Simmons,
Head of Currency, QIC
Stuart has over 25 years’ experience in the financial industry and 20 years' experience in FX markets. As Head of Currency in QIC's Liquid Markets Group, he is responsible for currency management across overlay and implemented client solutions. He represents QIC on the Australian Foreign Exchange Committee and is Australia’s private sector representative on the Global Foreign Exchange Committee where he also acts as co-lead for the Buyside Outreach working group. Before joining QIC in April 2015, Stuart was Managing Director at Principal Global Investors (London) and Director of FX Sales at ANZ (London).
David Clark,
NED on the Board of Refinitiv Benchmark Services
David Clark has served in FX markets since 1969, and since semi retiring has acted as a Non-Executive Director on a number of Boards in Banking, Broking and other financial markets firms. Among others, he is currently a NED on the Board of Refinitiv Benchmark Services, a member of the Bank of England FX Joint Standing Committee, and is a member of the Libor and Ice Swap Rate Oversight Committees.
