In April 2022, the European Union (EU) issued Council Regulation (EU) 2022/576, which updates its existing sanctions against Russia in response to ongoing Russian military action in Ukraine. This update applies to public procurement contracts at all government levels that are above certain thresholds. The new prohibitions seek to exclude not only Russian contractors but also Russian-owned or controlled entities across the entire supply chain where their participation exceeds 10% of the EU contract value.
