Global sukuk issuance reached $100 billion in the first half of 2021, carrying over momentum from 2020 and on pace to reach $180 billion by the end of 2021. Sukuk issued by sovereigns in core markets, including Malaysia, Indonesia and some GCC states, picked up during the year to continue financing Covid-19 recovery, in addition to ongoing infrastructure and economic development projects.
Last year, the primary sukuk market overcame the economic headwinds posed by Covid-19 and set a new annual issuance record of $174 billion. The continuing growth in issuance is expected to catch up to demand for sukuk investment from Shariah-compliant and conventional institutional investors, gradually narrowing the supply-demand gap in the sukuk market. The supply-demand gap is project to shrink to $120 billion in 2026, from $178 billion in 2021.

- 53% of respondents said that the recent market conditions did not affect the sukuk allocations in their Shariah-compliant investment portfolios.
- 35% of respondents anticipate sukuk issued in 2021 to exceed $180 billion, while 30% expect issuance to range between $160 billion and $179 billion and the remaining expecting issuance less than $160 billion.
- 74% of respondents viewed ESG sukuk as a significant trend in the sukuk market, including green, sustainability and waqf-linked sukuk. ESG sukuk have gained traction since 2017, with cumulative issuance reaching a total of $14 billion in H1 2021.
